USA ecommerce is unique in many ways
The people involved in USA ecommerce have a more unique idea of Internet business than people from many other countries. For one thing, restricting our sales to American shipping addresses, which may come from the fact that the USA is such a big place. There may have a more than adequate customer base, so they simply don’t need to get into the international game of ecommerce. With smaller countries like those in most of Europe, they’re much more used to dealing with other countries, although they also sometimes restrict shipping to their continent. Europeans often deal with other countries similar to how Americans deal with states.
